Harlin Neil Skinner 46740498 Harlin Neil Skinner, known affectionately as Neil to his friends and family, passed away peacefully on December 16, 2025, in Lawrenceburg, Tennessee. Born on July 2, 1946, in Nashville, Tennessee, Neil’s life was marked by dedication to his family, service to his country, and commitment to his community.

 

Neil was a man of honor and integrity, traits that were evident to all who knew him. He proudly served his country as a member of the U.S. Navy during the Vietnam Era, a time that shaped much of his character and values. Following his military service, Neil continued to serve his community as a respected member of the Lawrenceburg Police Department, eventually retiring as the Interim Chief. His commitment to law and order was matched only by his dedication to his fellow servicemen and women, as demonstrated by his active involvement in the VFW Post 1618, American Legion Post 146, and the Fraternal Order of Police, Natchez Trace Lodge 33.

 

Neil’s faith was a cornerstone of his life. He was a devoted member of Macedonia Baptist Church, where he found strength and fellowship. His belief in the power of community and service was evident in every aspect of his life, from his professional endeavors to his personal relationships.

 

Family was the heart of Neil’s world. He was preceded in death by his loving parents, Harvey and Jewell Perry Skinner. Neil’s legacy is carried on by his beloved wife, Elaine Bryant Skinner, who has been his steadfast partner in all of life’s adventures. Together, they raised a son, Mark Skinner (Allyson), who followed in his father’s footsteps of service and integrity. Neil’s joy was multiplied with the arrival of his grandchildren, Kaleigh Skinner Belew (Justin), Kade Skinner (Alissa), and Kalen Skinner, all of whom he cherished deeply. His great-grandchildren, Baylor, Bristol, Whitley, and Weston, brought him immeasurable happiness and pride. Neil also leaves behind his brother, Carl Eugene Skinner of Georgia.

 

Neil’s strength of character will be carried forward by those he loved most. The pallbearers, Kade Skinner, Kalen Skinner, Justin Belew, Baylor Belew, Matthew Sandrell, Hunter Inman, and Scotty Inman, are honored to serve as the final tribute to a man who has left an indelible mark on their lives.

 

Neil Skinner’s life was a testament to the values of loyalty, service, and family. His memory will be cherished and kept alive by the many lives he touched. He will be deeply missed, but the legacy of his love and leadership will continue to inspire all who had the privilege of knowing him.

 

Arrangements are being handled by Neal Funeral Home, 231 N. Military Avenue, Lawrenceburg, Tennessee. The family will receive friends from 5:00 PM to 8:00 PM Friday, December 19, 2025, at Neal Funeral Home. Funeral services will be conducted at Neal Funeral Home at 11:00 AM Saturday, December 20, 2025, with Danny Huckaba officiating. Interment will follow at Macedonia Cemetery in Lawrenceburg, TN with full military honors. The family suggests memorials be made to Rochell Cemetery Fund.
