Frances Stephens Miller, age 73 of Winchester, passed away on Saturday, March 25, 2023, at The Waters of Winchester. A native of Franklin County, she was born on November 11, 1949 to the late Major E. and Leona Lee (Hambric) Spradlin. Before her retirement, she was employed as a bookkeeper in several of the Franklin County Government offices. In her spare time, she enjoyed sewing, especially curtains and quilts, shopping, traveling, and before his death, fishing with her husband, Bill. But most of all, she cherished the time spent with her beloved family, who will remember her loving nature and outgoing personality. When she was able, Frances attended Journey Church. In addition to her parents, she was preceded in death by her husband, Billy Wayne Miller; siblings, James Spradlin, Johnny Spradlin, and Madison “Woose” Spradlin; granddaughter, Shelby Valentine Rentz; step-daughter, Lisa Miller Roberts; and step-son, Timothy Miller. Frances is survived by her loving children, Michael Stephens (Vicky Sims) and Debbie Valentine; grandson, Collin Valentine; step-daughter, Annette Miller; several step-grandchildren; great-grandchildren, Kaiden, Elizabeth, Scarlett, and Millie Rentz; nephew, Kevin Spradlin; and great-nephews, Jeremy Damion Spradlin. Visitation will be from 11am-2pm on Tuesday, March 28, 2023, at Moore-Cortner Funeral Home. Funeral Services will follow at 2:00 pm in the Moore-Cortner Chapel with Pastor Marion Pope officiating.
