James Edward (Joe) Starnes, age 94, passed away on Nov. 12, 2018.
He is survived by his wife of 73 years, Inez Law Starnes; daughter, Jo Ann (Hoyt) Russell; granddaughters, Jacqueline Holder and Jennifer (Jason) Fields; great-grandchildren, Jackson Fields, Katherine Holder and Jacob Fields; sister, Sue Kratsch and several nieces and nephews.
Mr. Starnes devoted 31 years of service to the city of Scottsboro as the manager of the Scottsboro Water, Gas and Sewer Department.
He was preceded in death by his parents, Alton and Alma Smith Starnes and brothers, Louie Starnes and Paul Starnes.
Funeral services will be held on Wednesday, Nov. 14, 2018, at 12 p.m., at Scottsboro Funeral Home. Interment will follow in Cedar Hill Cemetery.
The family will receive friends on Wednesday, from 10 a.m. until time of service.
