Dr. David Burns is the Program Director of Science and Technology for the Missile Defense Agency. He reports to the Program Executive for Advanced Technology. Dr. Burns leads a team that investigates directed energy technology for missile defense applications; sponsors missile defense related academic research; initiates development of potential breakthrough technologies through the Advanced Technology Innovation broad agency announcement; and leads the Agency’s Small Business Innovation Research program. Additionally, Dr. Burns oversees the modeling and simulations effort to determine potential impacts of new missile defense capabilities. Dr. Burns previously served as the founder and CEO of Dielectric Blue, Inc. He was also the Lead Engineer/Manager for Science Applications International Corporation on the Armed Robotic Vehicle-Heavy, an element of the Army’s Future Combat System.
Dr. Burns retired from Air Force active duty in 2003. His military assignments included Technical Director, European Office of Aerospace Research and Development; Program Manager, Advanced Radar Technology, Sensors Directorate, Air Force Research Laboratory; Program Element Manager, Advanced Reconnaissance Systems, Secretary of the Air Force; Program Manager, B-2 Mission Planning System, Electronic Systems Center; Software Manager, Rapid Execution and Combat Targeting Minuteman II/III Upgrade, Electronic Systems Center; and Radar Engineer, Aeronautical Systems.
Dr. Burns holds a Ph.D. in Electrical Engineering (MEMS and Optics) from the Air Force Institute of Technology, OH, 1998, and conducted graduate studies in Control Theory & Digital Signal Processing at Northeastern University, MA, 1988-9. He also holds an M.S. in Electrical Engineering (Electromagnetics) from the University of Dayton, OH, 1985, and a B.S. in Electrical Engineering from the Air Force Academy, CO, 1983.

Ariel Dowdy
Student Presentation:
Ariel Dowdy, Senior Mechanical Engineering Technology (MET) major at Alabama A&M University was selected as one of four in the nation to participate in the Advancing Minorities’ Interest in Engineering (AMIE) Program in partnership with the U.S. Army Corps of Engineers. Ms. Dowdy spent the past summer in Wiesbaden, Germany to take part in a 10-week internship. Ms. Dowdy will discuss the program’s purpose, her experiences in Wiesbaden, extensive projects, and assignments during her presentation.
