TVA Asking for Public Input on the Hillsboro Solar Draft Environmental Impact Statement

HUNTSVILLE – The Tennessee Valley Authority is inviting the public to provide input on a Draft Environmental Impact Statement (EIS) for the proposed Hillsboro Solar Project in Lawrence County, Alabama. Details of the environmental review and complete draft EIS are available at www.tva.com/nepa.

The draft EIS includes two alternatives: a no action alternative and an action alternative. Under the proposed action alternative, Hillsboro Solar, LLC, a wholly owned subsidiary of Urban Grid Solar, would construct, maintain, and operate a 200-megawatt alternating current (AC) single axis tracking photovoltaic (PV) solar power facility. TVA would purchase the power generated by the project under the 20-year power purchase agreement (PPA). The facility would occupy approximately 1,610 acres of a 3,779-acre site along U.S. Highway 72 alternate between Courtland and Hillsboro. An additional 50 acres is being planned as a species-rich native plant meadow. Required upgrades to the transmission interconnect are described in the draft EIS. Under the no action alternative, TVA would not purchase the power generated by the project and TVA would not be involved with the project.

TVA will accept comments through March 3, 2025. Comments received, including names and addresses, will become part of the administrative record and will be available for public inspection. Comments may be submitted online at www.tva.com/nepa, or by email to nepa@tva.gov.
