Three Arrested On Drug Charges…Stopped For No Tag And Just Being Curious

drug stopDECATUR-The Decatur Police Department’s Anti-Crime Unit made a routine traffic stop and arrested three on drug charges.  Here is how the Decatur Police describe the events:

“SYNOPSIS OF OFFENSE & ARREST:
On 02/10/2015 at approximately 1616hrs, members of the Decatur Police Department’s Anti-Crime Unit were on patrol near the intersection of State Ave. and Cedar St. SW.
While Officer Macklin was traveling southbound on State Ave, he got behind a white Ford Explorer and observed that it did not have a license plate. At that time, Officer Macklin conducted a traffic stop on the vehicle at the intersection of State Ave and drug stop 3Clearview St for the violation.
Officer Macklin made contact with the driver and front seat passenger. The driver was identifed as Dewan Troupe and the front seat passenger was identified as Shayla Orr.
During the course of the traffic stop, it was determined that Troupe had 2 active warrants for Failure to Appear through the City of Decatur. Orr was found to be in possession of a quantity of synthetic cannabinoids (spice). At that time, Officer Macklin placed Troupe under arrest for the warrants and Orr under arrest for Unlawful Possession of a Controlled Substance.
While Officer Macklin was finishing up the traffic stop, Mark Laster arrived at the scene. While Officer Macklin was speaking with Laster, it was determined that he had drug stop 2a felony warrant through the State of Texas for Forgery. Laster was also found to be in possession of a quantity of cocaine. At the time, Officer Macklin placed Laster under arrest for Unlawful Possession of a Controlled Substance and Fugitive for Justice.
Orr, Laster and Troupe were transferred to the Decatur City Jail where they were all booked in for their charges.
Orr will later be transferred to the Morgan County Jail in lieu of a $2,500.00 bond.
Troupe was held in the Decatur City Jail pending an investigation for an unrelated case.
Laster will later be transferred to the Morgan County Jail in lieu of a $2,500.00 bond. Once Laster has satisfied his charges, he will be extradited back to the State of Texas to face charges.”
