Frank Harper Franklin
ATHENS-The suspect who turned himself in to the Decatur Police this afternoon has been arrested and identified. Police Chief Floyd Johnson has made a statement regarding the arrest:
“This evening Investigator Brett Constable has arrested Frank Harper Franklin for the murder of Kevin Kirk Bell. Bell was shot late this morning at Higgins Court Apartments. Franklin is 28 years old and gave a home address of 916 6th Ave SW in Decatur. Franklin is in the process of being booked at the police department and will be transferred to the county jail this evening. This investigation into this case is continuing. “
