He was a native of Lawrence County, TN, a heavy equipment operator, and a member of Centerpoint Baptist Church. Funeral Services will be held at Centerpoint Baptist Church on Wednesday, March 23, 2016 at 1:00 p.m. Mr. Payne will lie in state at the church from 12:00 p.m. to 1:00 p.m. Hobert Seymore & Arnold Brown will be officiating. Burial will follow in Centerpoint Baptist Cemetery.
Visitation will be from 5:00 p.m. to 8:00 p.m. on Tuesday, March 22, 2016 at Loretto Memorial Chapel.
