Norma Francine “Fran” Justice passed peacefully from this life at her residence in Scotts Hill on Tuesday, May 26, 2026, surrounded by the love and legacy she spent a lifetime building. She was 82 years old.
Born January 9, 1944, in Floyd County, Kentucky, Fran was the oldest of two daughters born to the late Charles C. and Wyonia Ford Burkett. From an early age, she carried a creative spirit, a caring heart, and a quiet strength that would become the foundation of her family and the hallmark of her life.
For sixty-five wonderful years, Fran shared life with her devoted husband, Bill H. Justice. Together they built a home filled with laughter, adventure, creativity, and unconditional love. Throughout the years, they lived in several different states, embracing every chapter of life together and creating memories wherever they went.
Fran wore many hats over the course of her life. In her younger years, she earned her real estate license and sold real estate, explored her talents through interior design projects, and worked as a counselor with Covenant House, helping young children in need. No matter where life carried her, Fran poured compassion and creativity into everything she did.
She was gifted in countless ways and rarely sat still for long. Fran loved painting with acrylics, creative writing, scrapbooking, and decoupaging. She found beauty in simple things and especially loved nature. Hummingbirds brought her endless joy, and she treasured the peaceful moments spent watching wildlife roam across the family acreage.
More than anything, Fran loved her family. She was the steady heart of generations and was lovingly known as “Nanny Fran” to her grandchildren and great-grandchildren. Her warmth, wisdom, and gentle presence will forever remain part of the lives she touched.
She leaves behind her loving husband, Bill H. Justice; two daughters, Natalie Justice Stout and husband Steven, and Anita Justice Skibski and husband Richard; one son, Steven Burkett Justice and wife Kelly; eight grandchildren, Deidre (Steve), Katie, Gerad, Robyn “Mak,” Emma, Tom, Jack, and Michael (Mady); and six great-grandchildren, Tinsley, Harrison, Molly Joan, Coraline, Grace, and Magnolia.
Visitation with the Justice family will be held at Pafford Scotts Hill Funeral Home on Saturday, May 30, 2026, from 1:00 PM until 3:00 PM with funeral services beginning at 3:00 PM. Interment will follow in the Pafford Scotts Hill Cemetery.
Though Fran’s family grieves her passing, they also celebrate a life beautifully lived, filled with creativity, compassion, faithfulness, and love that will continue for generations to come.
