MONTGOMERY – Governor Kay Ivey on Monday signed a proclamation to set special election dates for Alabama House District 63. This seat was previously held by Rep. Cynthia Lee Almond, who Governor Ivey recently appointed as the president of the Public Service Commission. The governor swore in Almond this morning.
Governor Ivey set the special primary election for Tuesday, September 30, 2025; the special primary runoff, if necessary, for Tuesday, October 28, 2025; and the special general election for Tuesday, January 13, 2026.
“Representative Cynthia Almond has served the people of House District 63 with integrity and purpose, and while her presence in the Legislature will be missed, I know her leadership will continue to shine as she steps into this vital statewide role,” said Governor Ivey. “Although Representative Almond leaves big shoes to fill, I am confident that House District 63 will continue to showcase strong leadership and representation in Alabama. I encourage everyone in the district to make their vote count.”
The deadline for qualifying with major political parties will be Monday, June 23, 2025, at 5:00 p.m. The deadline for all independent candidates and/or minor parties is Tuesday, September 30, 2025, at 5:00 p.m.
House District 63 includes portions of Tuscaloosa County.

PROCLAMATION
BY THE GOVERNOR
WHEREAS a vacancy exists in the Alabama House of Representatives in District 63;
WHEREAS, under the Constitution and laws of the State of Alabama, it is my duty as Governor, by proclamation, to call and set the dates of all special elections to fill this vacancy for the remainder of the term for which Representative Cynthia Lee Almond was elected;
WHEREAS due consideration should be given to the rights and privileges of the citizens of Tuscaloosa County who live in House of Representatives District 63 to be afforded full representation in the Alabama Legislature; and
WHEREAS all interested citizens and political parties should be allowed to reasonably participate in the process of selecting a new representative for House of Representatives District 63;
NOW, THEREFORE, I, Kay Ivey, Governor of the State of Alabama, by virtue of the power and authority vested in me by the Constitution and laws of the State of Alabama, do hereby proclaim and call the following special elections to be held in Tuscaloosa County, State of Alabama, House of Representatives District 63, for the purpose of electing a member of the Alabama House of Representatives for District 63:
A Special Primary Election shall be held on Tuesday, September 30, 2025.
A Special Primary Runoff Election shall be held on Tuesday, October 28, 2025, if necessitated by one candidate not receiving a majority of the votes cast in the Special Primary Election for either major party.
A Special General Election shall be held on Tuesday, January 13, 2026.
FURTHERMORE, all candidates qualifying with major political parties should be advised that the last day for any candidate to qualify with their respective parties regarding this election will be Monday, June 23, 2025, at 5:00 p.m. The two major political parties shall certify their qualified candidates to the Secretary of State as soon as possible after the qualification deadline but by no later than 12:00 p.m. on Wednesday, June 25, 2025.
FURTHERMORE, all independent candidates and any minor parties seeking ballot access are advised that the deadline for filing the appropriate notification, petitions, or supporting paperwork with the Secretary of State shall be Tuesday, September 30, 2025, at 5:00 p.m.
