Bruce Spencer, age 74 of Winchester, passed away peacefully on Wednesday, September 9, 2026. Bruce was born on February 6, 1952, in Winchester to the late Robert Lee Spencer, Jr. and Betty June (Smith) Spencer. He graduated from Franklin County High School in 1970 and obtained his Associate’s Degree from Motlow State Community College.
Bruce always had a love for serving his community, which started when he joined the National Guard and served his country as a young man. The rest of his life was marked by service to others as evidenced by his work with the United States Junior Chamber (the Jaycees), as well as his many volunteer positions. He was a proud Boy Scout Leader while his own children were growing up and a member of the Winchester Utility Board. He was a lifelong member and elder at the Winchester Cumberland Presbyterian Church. Further, Bruce served as a Council member for the City of Winchester and eventually was elected as Property Assessor of Franklin County.
Professionally, Bruce managed to combine his creative side with his smart business sense and established Spencer’s Flowers, a thriving business that he and his wife ran for many years. Once he retired from the flower business, he cultivated his love of people into a new career as a realtor, helping people find forever homes throughout Franklin County.
In his personal time, Bruce loved watching westerns, cheering on his beloved Tennessee Vols, and spending quality time with his family. He cherished the time he spent with his sons and his friends, enjoying a good Tennessee football game. He was happiest when he was surrounded by his family at large gatherings and enjoyed making sure everyone around him was comfortable and happy.
In addition to his parents, he is preceded in death by his brothers, Robert “Bobby” Spencer, III, and Benny Spencer. Bruce is survived by his loving and devoted wife of fifty years, Joy Spencer; his sons, Bruce (Alicia) Spencer, Jr. and Blake (Abby) Spencer; his grandchildren, Wyatt, Keely, Indy, Finn, Daisy, and Lulu; his brother, Brent (Angie) Spencer; his sister-in-law, Karen Spencer; his brother-in-law, Ken (Allison) Cowan; his nieces, Rose Cowan, Casey (Ben) Merrill, Lindsey (Macy) Brower; and his nephew, Lee (Leah) Spencer.
Visitation will be held on Tuesday, September 15, 2026, from 4:00 pm – 6:00 pm at Moore-Cortner Funeral Home. A Celebration of Life will be held on Wednesday, September 16, 2026, at 11:00 am at Winchester Cumberland Presbyterian Church.
Memorial donations may be made to the Franklin County Historical Society or the Franklin County Library.
