Billy Joe Brown, age 75 of Winchester, passed away on Monday, June 27, 2022, at Southern Tennessee Regional Health Systems. He was born in Fayetteville on November 1, 1946 to the late Clifford and Flossie (Owen) Brown. Billy served his country in the United States Army. Before his retirement, he was employed by the State of Tennessee Department of Transportation as Supervisor of Highway Marketing. An avid outdoorsman, he enjoyed being outdoors in the garden or working on his farm bailing hay or with the cows. On rainy days, Billy enjoyed watching Smoky and the Bandit. But most of all, he cherished the time spent with his beloved family. He will be remembered for his humble and giving spirit and great sense of humor. In addition to his parents, he was preceded in death by his brothers, James C. Brown and Jessie Brown; sister, Annie B. Mullins. Billy is survived by his wife, Elsie Elaine Brown of Winchester; children, Barbara Brown (Brian Bastian) and Janice (Scott) Slaughter; grandson, Stone (Bailey) Slaughter; brother, Frank (Melody) Brown; several nieces and nephews; and many four-legged best friends.
