MADISON-On April 23, 2016, the Madison Police Department received information that 58 year old Phillip Spencer Owens was possibly in possession of child pornography. Following up on the information provided, Madison Police began an investigation and learned that Owens was in violation of the Alabama Sex Offender Registration and Community Notification Act. Owens was arrested for not registering as a sex offender. Further investigation led to a search warrant which was executed at his residence.

Pursuant to the search warrant, detectives discovered electronic media containing numerous obscene images depicting children. Owens was arrested and booked into the Madison County Jail.

Owens was charged with:
11 counts of Possession of Obscene Matter Containing Visual Depiction of Persons Under 17 Years of Age Involved in Obscene Acts.

Owens remains in the Madison County Jail on $130,000 bond.

The case is still under investigation and more charges may be pending. No further information is available at this time.
