Penny Freeman Announces Mayoral Run: Plans Rapid Response Team to Jumpstart Sheffield’s Small Business Revival

SHEFFIELD— Penny Freeman, longtime community advocate and former city councilwoman, has officially announced her candidacy for Mayor of Sheffield. Running on a platform of proactive leadership and grassroots investment, Freeman unveiled one of her signature initiatives: a Rapid Response Business Team dedicated to helping residents start and grow small businesses right here in Sheffield.

“Starting a business should begin with a handshake, not a headache,” Freeman said. “This team will guide new business owners from concept to grand opening—cutting red tape, fast-tracking permits, and connecting them with local mentors and funding options.”

Freeman’s vision is clear: put power back in the hands of Sheffield citizens and build a stronger economy from the inside out. “When we invest in each other, we all rise together,” she said.

As part of her broader economic revitalization strategy, Freeman says the initiative will prioritize local hiring and partnerships with vocational schools and community colleges to develop homegrown talent.

“People don’t start businesses because they love dealing with taxes and paperwork. They do it because they believe in an idea, a product, or a dream they want to share with the world,” Freeman said. “And I’m here to help them do just that.”
