When officers arrived, it was learned that 57 year-old, Kevin Allan Doherty, had been struck. Mr. Doherty was confined to a wheelchair and was known to travel to local businesses using his wheelchair. Mr. Doherty was traveling on Cloyd Blvd when he was struck.
