DECATUR-Over the last several months the Decatur Police Department has been involved in an investigation in to the suspicion that drugs were being used/distributed in Decatur. Here is a statement regarding the investigation into the drug distribution and use in the city of Decatur:
“SYNOPSIS OF OFFENSE & ARREST:
During the past several months, members of the Decatur Police Department’s Organized Crime Unit conducted a narcotics investigation that involved the recent complaints of heroin being distributed in the City of Decatur. During the investigation, numerous suspects were identified as suppliers and users of heroin.
An undercover operation was conducted, which lead to heroin being distributed on several occasions and a search warrant was able to be obtained for 715 Cedar Lake Rd apartment 611.
On December 15, 2015 members of the Decatur Police Departments Special Operations and Patrol Divisions executed a narcotics search warrant at the above apartment. When officers entered the apartment, they encountered numerous people. They also immediately observed narcotics and drug paraphernalia throughout the entire apartment.
Officers made contact with Richard Seale upon entry. Seale refused to comply with the officers commands and a brief struggle began. After the short skirmish, Seale complied and was detained. All other persons inside the residence where also detained pending further investigation. The other persons located inside the residence were Shane Lepre, William Biggs, and Evan Fraser
Seale was found to be in possession of a quantity of heroin and drug paraphernalia. Seale was placed under arrest for Unlawful Possession of a Controlled Substance, Possession of Drug Paraphernalia, Resisting Arrest, and Loitering. Seale was later transported to the Decatur City Jail where he was booked and held. Seale was later transferred to the Morgan County Jail in lieu of a $4,000.00 bond.
Biggs was found to be in possession of a quantity of methamphetamine and drug paraphernalia. Biggs was placed under arrest for Possession of a Controlled Substance, Possession of Drug Paraphernalia, and a Failure to Pay warrant through the City of Decatur. Biggs was transported to the Decatur City Jail where he was booked and held. Biggs was later transferred to the Morgan County Jail after he satisfied his warrant through the City of Decatur. He was booked into the Morgan County Jail with a $3,500.00 bond.
Lepre was also found to be in possession of a quantity of methamphetamine. Lepre was placed under arrest for Unlawful Distribution of a Controlled Substance, Possession of a Controlled Substance, and Loitering. Lepre was transported to the Decatur City Jail where he was booked and held. Lepre was later transferred to the Morgan County Jail in lieu of a $8,000.00 bond.
Evan Fraser was also located inside the residence. Fraser was placed under arrest for Loitering. He was transported to the Decatur City Jail where he was booked and held.
During the search of the residence, Andrew Cunningham and Brandy Baker arrived on scene. Investigators were aware Cunningham and Baker lived at the residence. When investigators made contact with Cunningham, he was found to be in possession of a quantity of heroin and drug paraphernalia. Baker was also found to be in possession of drug paraphernalia.
Cunningham was placed under arrest for Unlawful Distribution of a Controlled Substance, Possession of a Controlled Substance, and Possession of Drug Paraphernalia. He was transported to the Decatur City Jail where he was booked and held. Cunningham was later transferred to the Morgan County Jail in lieu of an $8,000.00 bond.
Baker was placed under arrest for Possession of Drug Paraphernalia. She was transported to the Decatur City Jail where she was booked and held.
On the same date, investigators also made contact with Jacob Roan at his residence located at 1201 Pennylane. Roan was placed under arrest for Unlawful Distribution of a Controlled Substance. Roan’s arrest was also a result of the same investigation. Roan was transported to the Decatur City Jail where he was booked. Roan was later transferred to the Morgan County Jail in lieu of a $5,000.00 bond.”
