Stutts Opposed New State Infrastructure Bill

MONTGOMERY— The bill to rebuild Alabama’s infrastructure was voted on Tuesday, March 12, 2019, during a legislative special session. Senator Larry Stutts (R) was one of six senators to vote against the bill.


Stutts said, “I personally had major issues with the bill. First, and most importantly, a very large percentage of people that contacted me from Senate District Six were opposed to the bill.  My first duty is to represent my district’s values in Montgomery.”


Stutts went on to say, “I believe that with tax revenues at an all time high, an increase in taxes should be the last resort.  If specific taxes, fuel taxes for roads for example, need to be increased, we should look for another tax to decrease. This would make the increase in revenue neutral for the citizens.”


Stutts also objected to the indexed increase every two years. “Raising taxes should be difficult, deliberate, and painful. It should require a vote of the people or the legislature, not an automatic increase,” Stutts said.


The bill necessitates that 66% of the money goes to ALDOT. Stutts said, “I would prefer that the largest portion of the money be used locally.  As written, the local counties and cities receive more dollars, but actually a lower percent of the total monies than they currently receive under the previous funding formula.”


Stutts said, “I campaigned on lower taxes, smaller government and efficient use of your tax dollars.  While I respect the opinion of those that voted for this bill, I could not support it for the reasons I’ve outlined. It is an honor to represent the people from Senate District Six.  I look forward to working with the Governor and my colleagues in the Alabama House and Senate for the next four years.”
